   * New maintainer (Closes: #1013900)
   * debian/control:
     - Bump Standards-Version to 4.7.4
     - Remove `Priority: optional`: this is the default now
     - Add new maintainer's name to maintainer field.
     - Add new build-dependency `autoconf-archive`.
   * debian/rules:
     - Exclude config.h fom install to prevent macro collisions with other
       autotools packages. This fixes the package-name-defined-in-config-h
       Lintian warning.
   * debian/not-installed: Mute dh_missing for the excluded config.h
   * debian/libsscm3.symbols: Regenerate file to add 3 new symbols.
   * debian/watch: Upgrade to version 5.
