* debian: ubuntu resolute upload for 7.1.0
* d/{ci/*, salsa-ci.yml}: fix ci for experimental
* d/tests: use correct clang and llvm dependencies and bump to 22
* d/tests/{control, cmake-hip-lang}: remove hipconfig test from rocm-hipamd
hipconfig config test is better suited for rocm-llvm package so moving
this test to rocm-llvm so we can catch the issues introduced by
rocm-llvm earlier.
* d/p/0026-hip-embed-pch-stable-cwd.patch: make the embedded PCH inside
libamdhip64 reproducible. Pins the CWD of the -emit-pch invocations
to / (root) and replaces the PID-keyed scratch directory
(/tmp/hip_pch.$$) with a deterministic name, so neither the build path
nor the bash PID leak into the .data section.
* d/copyright: fix extra new line for debian/* copyright
