The initial 'debian/changelog' entry should look like below. Stating it is the initial release because it is a new package and closing the Intent To Package (ITP) bug report.

rabbitcommon (2.2.6-1) unstable; urgency=medium

    * Initial release. (Closes: #ITP_BUG_NUMBER)

Try creating the RFS as '*.txt' document and then copy and paste that into an email to send t the BTS.

What is the host OS on your development machine?
