   * New upstream release.
   * debian/patches: Update '0001_libsoup3.patch' for new upstream release.
     - Remove '0002_metar-Update-AviationWeather-URL.patch'. Fixed upstream.
     - Version 1.26.3-5 already included metar update. (Closes: #1133207).
   * debian/control: Bump Standards-Version to 4.7.4
   * debian/copyright: Provide license information for files missing it.
     - Replace FSF old address with URL to licenses.
     - Remove redundant files not included in upstream release tarball.
     - Use latest SPDX Identifiers in place of deprecated ones.
   * debian/watch: Switch to version 5.
     - Use GitHub releases URL for 'Source' field to fix "502 Bad Gateway"
       error with previous source URL.
   * debian/libmateweather-common.install: Add gtk-doc location.
