I'm just a passerby; I'm not a Debian Developer. That said, even if the package is perfectly wholesome, I don't think a new upstream release is appropriate for unstable right now. Furthermore, because I presume the package doesn't have autopkgtests, it would require a manual unblock.

This is more suited to experimental right now.

If it is the wrong time right now: I had a version of wxMaxima I was proud of, bit am not on a hurry and if told to upload the may or June release instead I will do that.
Will look into the auto test stuff,anyway.
