This does not have a chance of entering Debian again if you do not provide the latest version and do not fix the reason for its removal: https://bugs.debian.org/838701.

Also, you would have to file an ITP that justifies reintroducing this package.

The reasons for package removal as I understand were the following:

RoQA; python2-only; orphaned; dead upstream; low popcon

There have been new releases from upstream (up to 4.0.29) which haven't been packaged after the package was orphaned in Debian, and I can happily upgrade up to the latest version. The Python script in question has been maintained separately, and a Python3 version is available. There were no other issues with the C code and I have imported it into GitHub https://github.com/kravietz/tac_plus/ for security scanning and happy to take over its basic maintenance. The primary reason to have it is that it's the only TACACS+ server software available in Debian.
