submitting an ITP bug against the wnpp (Work-Needing and Prospective Packages)
pseudo-package.

Select ITP when prompted and fill out the details (Package name, Version, 
Upstream URL, Description, and License). This generates an official bug number
(e.g., #1054321), which reserves the package name.

Create an account at mentors.debian.net and add your public GPG key to your profile.
Upload your signed source package:

dput mentors ../tuiweathergirl_1.5.13-2_source.changes

Once uploaded, your package will be listed publicly on Debian Mentors. 
You can click "Request a Sponsor", which sends a request to the Debian Mentors
mailing list (debian-mentors@lists.debian.org).

Final Acceptance

A Debian Developer (DD) or Debian Maintainer (DM) will review your package on
Mentors. They may suggest small changes or approve it.

Once approved, your sponsor will sign your package with their DD key and upload
it directly into Debian's official NEW queue. After passing FTP master 
inspection, tuiweathergirl officially enters the Debian unstable distribution
repository!
